Not really. If you don't care about due process the way we try to (or pay lip service to) in the USA, you can just issue orders like this. It's not actually a law; it's just an order changing the definition of terms in the law that was passed back in 1983.
If you read the cited section of that law, it's absolutely clear that the NZ government has the power to declare any rifle or shotgun to be a military style assault rifle subject to all the restrictions that entails.

Especially when the new "legislation" is just an executive order, specifically authorized by their main gun law, that's literally just one short paragraph with a couple of extra pro-forma sentences.
