The Browning HiPower is an outstanding combat handgun. However it's not known for accuracy, and does not have a lot of the features of more modern designs. I would not recommend one as a starter gun, but every collector needs to get one sometime. If the style fits you, then take a look at the CZ-75 (or 85), a derivative of the design, but with a lot of modern features and a good price point. Probably the best new gun you can buy, out of the two styles you list, with your budget.
You can't go wrong with a good 1911, but they will cost you more. You might check the shows and see if you can find a gently used Colt, or some other good brand. High Caliber has a show in Conroe this weekend, just down the road from you.

Own both Hi-Power and 1911's. Shoot all of 'em and love 'em. You'll never get the trigger on a Hi-Power that you can on a well tuned 1911 but it is probably the most ergonomically friendly gun made. Last one I bought was $600.00 used but LNIB. Like everything else the price is going up all the time. You can get a 1911 for around $500.00 to $600.00 and some of them are fairly good. The STI Trojan comes to mind. I shoot a couple of Briley's but they are in the $2000.00 range slightly used if you can find one. Springfield Armory has a good selection of models in most price ranges.
I am quite partial to the RIA 1911's. My compact Rock was under 400.00 and is my usual carry gun. I also have a full size tactical for under 500.00 that shoots every time, is accurate and dependible. What more can you ask for?
