I highly doubt any LE agency is going to take advice regarding policy or procedure from some guy who asks another guy to ask questions of an internet gun forum.

The OP's friend/associate is apparently helping write policy, AND asking for input, so I don't see how its so doubtful. Its always helpful to have another viewpoint, whether it ends up being used in the official policy or not.

He doesn't know if people who are driving have car insurance, yet why wouldn't Mr. policeman pull over every car on the road to see?

I've never had the police stop by my house when the AC is getting worked on and ask for their AC maintenance license.
