    My take is that all 6 docs are required.

    Does that pass the sanity check?

    As the email says, these guidelines are “preliminary” - meaning they could change but yes, they’re wanting all new, “fresh” documentation from everyone. There was some speculation on the CMP forum, this is because they [CMP] want to insure no pistols are sent out to FFLs and then the sale doesn’t go thru to completion (for whatever reason). IOW, they don’t want to have to deal with returns with this lottery-type system.

    Looks like you have everything covered with the possible exception of 3.3. Some people think this is a “new requirement” but it’s not - it’s been around forever. I’d like to see CMP clarify what will be acceptable to them (maybe this will get answered on FB). They used to want “proof” - like a scorecard from a CMP sanctioned shoot - didn’t matter how you scored, just that you participated. I think on other occasions, they’ve accepted DD214s (not sure about LTCs being acceptable). Also, if they keep this rule the same as they use for M1 Garand purchases, if your’re sixty or older, you won’t have to meet the 3.3 requirement. But again, they need to clarify if this will still apply for the 1911 purchase program.

    Proof of marksmanship participation can be provided by documenting any of the following:

    • Current or past military service.
    • Current or past law enforcement service
    • Participation in a rifle, pistol, air gun or shotgun competition (provide copy of results bulletin).
    • Completion of a marksmanship clinic that included live fire training (provide a copy of the certificate of completion or a statement from the instructor).
    • Distinguished, Instructor, or Coach status.
    • Concealed Carry License.
    • Firearms Owner Identification Cards that included live fire training. - FFL or C&R license.
    • Completion of a Hunter Safety Course that included live fire training.
    • Certification from range or club official or law enforcement officer witnessing shooting activity. Complete the CMP Marksmanship Form to certify your range firing and the required marksmanship related activity for an individual to purchase from the CMP.

    From today’s CMP update to yesterday’s email:

    Note: 1911 type pistols purchased from CMP cannot be transferred to 03 FFL (curio and relic) license. BATF and the United States Army prefer the second background check be performed by a "store front" FFL dealer. Each customer purchasing a 1911 type pistol from CMP will be subjected to two NICS background checks, one performed by CMP and the other performed by the FFL dealer the pistol is being shipped to.

    So the BATF doesn't recognize a license issued by the BATF... :banghead:

    When I got my Garand I did not need FFL transfer and was told that the CMP is basically authorized by the gov't and allowed to ship direct to citizen. I guess HANDGUNS are more dangerous??

    Of course, being that they were once military they are assault handguns.

    Different rules proposed now, I guess. Like it or not, our country is changing in a lot of senses. I particularly don’t care for many of the changes, but unless I play by the rules for this *potential* event, I won’t get what I’d like.

    On the CMP forum, Mark Johnson [CMP] said his best guess was, they are likely six months away from announcing a sales date for the 1911s (with his usual caveat of, “if they ever even get any to sale”). That would indicate you’ve got until roughly the 3rd of June to get your paperwork together!

    I get they don't want to sell directly to citizens; but if someone has an 03 Federal Firearms License, they have been cleared to receive and transfer eligible C&R firearms (which these 1911s will be). It is idiotic that the same agency that grants these licenses is not recognizing them.

    mm, have you read the posting exchange on that topic in the CMP forum? I believe it’s a requirement of the way the Army wanted it handled so it’s actually in the DoD bill that way. In any case, it’s a moot point now.

    Welcome to the forum and your first post, mareday! (Maybe stop by the “Introduction” thread and introduce yourself too). It’s not CPM; it’s CMP and no specifically required CMP training is required to qualify to purchase a 1911 - you got some bad information there. Also, NRA has absolutely nothing to do with the CMP - not sure why you would think they have a role to play in this sale offering from the CMP?
    CMP bulletin dated dec 5 requires purchasers
    1 proof of US citizenship
    2 proof of membership in CMP affiliated club
    3 proof of participation in marksmanship activity
    4 new form 2A with notary
    5 signed copy 01 federal firearms license in which 1911will be transferred to
    4 a NICS backgroundcheckwill be performed by CMP
    To ensure eligibility to purchase
    5 CMP customer required to complete 4473 in person at the FFL dealers place

    Please, please do some research on your own.
