My dad was stationed at Ellington Air Force base in the mid 50's. Said they were working on the Gulf Freeway (I-45) then and they still haven't finished it.

Seen on a bumper sticker in NW Houston.... "The Hell With The Wall, Finish Hwy. 290!"
Saw that same thing scrawled on a back window. Couldn't get a picture in time.
    I'd rather have the wall.

Nope... we do indeed forecast very well. It's laughable to see how many of you guys have such a narrow understanding of the process.

In my experience it usually comes down to four components:
    - Politics
    - Need
    - The Surrounding Environment
    - (and of course) MONEY and who is funding it.

Based on the comments I have read here it is clear that many of you do not regularly attend public meetings for upcoming projects.

In short we currently know what is needed for 2040 and beyond... we have done the studies and the growth projections and they are tracking spot on. The problem is that many people don't want to pay the bill. Are you the taxpayer willing to pay for the Platinum deal? The 20 lane highway with maximum Level of Service, and every needed movement covered.. The truth is we are lucky to get anything looking similar to the Bronze idea. With all things new cost is a major driver. Understand that TxDOT compromises/sacrifices/guts projects to fit the bill the community is willing to "pay". "Pay" isn't just money either.. it also involves increased sound, increased drainage impacts locally and downstream, air quality impacts, and time of construction also. How much is the area truly willing to put in to get what is needed? Politicians will want their glory notch, and "Aunt Phyllis" needs to sell.

It is obvious to everyone that non-essential pieces (of today) are negotiated out of the plan to be integrated at a later date. It is incorporated in the next 5 to 10 years when the need firmly arises, but sadly at twice the cost.

    Think about it.

You are taking the extreme and creating a strawman.

    Please explain the Waco situation.

Similar things happened in San Antonio a couple of decades back. Talking with a TXDOT employee at that time, he admitted they did not account for the always encountered delays between planning and completion.

No, that is reality and not a misrepresentation. It happens all the time. I urge you to go to a public meeting presented by TxDOT. I can bet that you missed all of the meetings for the I-35 corridor plan in Waco, right? It is unfortunate, because that was your chance to tell TxDOT exactly what you want changed and what you expect to see in both construction and the final product. These meetings are set up to take public opinion into account, and especially the opinion of adjacent property owners. They are set up for individuals like you that have a complaint on current design and construction issues. The only problem is, not many people like you show up and the ones that do are the land owners (squeaky wheels) that don't want to sell and other people that request want minimal changes. If you don't go, TxDOT hears them and not you.

This TxDOT employee you spoke to 20+ years ago would not be correct today. Accounting for delay and contingency is a major part of our scope in all of our corridor studies.
