Nope... we do indeed forecast very well. It's laughable to see how many of you guys have such a narrow understanding of the process.
In my experience it usually comes down to four components:
- Politics
- Need
- The Surrounding Environment
- (and of course) MONEY and who is funding it.
Based on the comments I have read here it is clear that many of you do not regularly attend public meetings for upcoming projects.
In short we currently know what is needed for 2040 and beyond... we have done the studies and the growth projections and they are tracking spot on. The problem is that many people don't want to pay the bill. Are you the taxpayer willing to pay for the Platinum deal? The 20 lane highway with maximum Level of Service, and every needed movement covered.. The truth is we are lucky to get anything looking similar to the Bronze idea. With all things new cost is a major driver. Understand that TxDOT compromises/sacrifices/guts projects to fit the bill the community is willing to "pay". "Pay" isn't just money either.. it also involves increased sound, increased drainage impacts locally and downstream, air quality impacts, and time of construction also. How much is the area truly willing to put in to get what is needed? Politicians will want their glory notch, and "Aunt Phyllis" needs to sell.
It is obvious to everyone that non-essential pieces (of today) are negotiated out of the plan to be integrated at a later date. It is incorporated in the next 5 to 10 years when the need firmly arises, but sadly at twice the cost.

Similar things happened in San Antonio a couple of decades back. Talking with a TXDOT employee at that time, he admitted they did not account for the always encountered delays between planning and completion.
