Richard Daley was mayor of Chicago from 1956-1977.
That guy was so crooked he couldn't see straight.
He left his infamous mark on how to run campaigns, and how to win campaigns. Some by actual votes, others by ballot stuffing, and by having the mob help subvert local elections. I.E. ballot stuffing, co-ercion, and by stealing opponents ballots, and burning them.

Oh, and don't forget that Nancy Pelosi's proud papa was the mayor of Baltimore, where he did the same practices.
