Texas SB 2247 which would eliminate the fee just passed 18-12 and now headed to the TX House.

Details in this Dallas Morning News article of 5/13/2021; https://www.dallasnews.com/news/pol...gun-could-be-free-if-senate-bill-becomes-law/

I wonder if the House will agree as it eliminates $20 million in annual revenue to DPS. Free or not there is still an advantage to getting the LTC for purchasing a gun and reciprocity when traveling to other states.

Where would the money to pay for the "safety class" (LTC instructor) come from? Eliminate TC instruction? -> loss of reciprocity with other states? No free lunch.

I expect one will still have to pay the LTC instructor some class cost just no fee to the state. The LTC instructor's will be under pressure to reduce their costs as they will be competing with a constitutional carry law (we hope) with no fees to anyone. Follow the money is a good line. I always thought that part of the objections by LTC instructors to TX HB1927 (constitutional carry) was based on a loss of income (class fee, range fee, buying ammo/gun maybe). Why pay someone to do something I can do for free?

I’d say training is training, and even if they have to lower fees, training from a certified instructor is always good. Now LTC instructors will compete in that lowering price market. Not good for their overall livelyhoods.

Not too concerned w/someone's livelihood when it comes to exercising the right to carry even licensed. A GOOD instructor will charge the price he feels is fair anyway. "Cheap" has a price all its' own. Personally, I think the "free license" doesn't stand a chance - IIRC, there are provisions in the law that any license/permit program has to pay its' own associated costs.

What about cost of fingerprints and possibly having to pay for the background investigation? Personally, I don’t think you’re going to be able to add to the work load and/or record keeping/tracking of DPS without paying for it in some way... they ain’t gonna do it for free.

Agreed txrednk, cheap may still be cheap.... not good, just cheap. I’m not sayin’ willy nilly either. 2A is clear and I stand by it, I’ve just seen too many knuckleheads I don’t trust with my life wielding our tools irresponsiblym and it makes me wanna give ‘em the biz.

What gun training? When I took my CHL class it was slam bam thank you Mame. My Dad gave me all of my gun training starting from my first memories of a firearm. My class was very rudimentary. No safety or gun handling. Just perfunctory crap for the license and then set up the range time which was a joke.

Mine was too.... minimal safety handling and just the mins on shoot the target. That’s what I’m sayin’. People I’ve witnessed in those classes can barely hit paper, req’d instructor support to hit paper, and are now basically walking around “protecting” themselves and others. Not against any of it, I get it, but dear lord.... carry, open or concealed, but for the sake of everyone around you in case something does go down, please be proficient! A lot of risk involved. Just sayin’

The cost is not really a factor for me. Works out to $8 a year. Gun safety was part of my CHL class, but leaned heavily on gun laws. Absolutely no proficiency training. They expect you to know how to load and operate the firearm before you get to the range qualification. There are classes available for firearm training tho. Probably taught by some of the same LTC instructors, but totally separate and distinct classes.

My process was to research what was required and then prepare myself. A simple process was then even simpler. The State still has to pay for license processing so we would still be paying for it somewhere else.

Ensuring that we get “training” to exercise a right should not be mandated by the government but fall squarely on the individual.

Aye Mike.... agreed, didn’t say anything about mandating and the guvment requiring. And I hope this CC goes through, doesn’t eliminate me being on high alert for my surroundings since everyone could then be armed whether they are proficient or not. Hopin’ they take individual responsibilities to be safe for themselves and everyone else around them.

There is a huge misconception that the LTC class teaches gun handling. I had to argue that point with a couple people. One finally took the class to prove me wrong.... She came back shocked. Another Karen in the looser column.
We are not allowed to teach handling. Also not allowed to assist with a range malfunction. Nor are we allowed to assist in any way on the firing line.
Hope you pissed on her leg when she came back to assert dominance

This cc is being way over thought. Just like when open carry passed, the public thought every one would have a gun showing. Since oc passed I have seen maybe 5 or 6 doing so. Most will still do the same as they are doing now. Just no card in the pocket, and a few more $ in the pocket.

LOL.... Well, she is a huge antigun person. The NoONE should have guns not even the cops kind of person. She had never even seen a gun other than on tv or movies, books etc. Her intent in taking the class was to disrupt it, badger the instructor and students. She told me she was getting ready to, but waited and was stunned at what the class did and did not teach. She still feels guns are Satans handiwork, but at least she got some education.
