Maybe they have enough of them out there they aren't worried about a single cratered unit. They probably can't touch it until the Root Cause Failure Analysis is complete to determine who is liable. That happens when the "emergency stop" is activated. Hub locks, blades don't want to stop, torque topples the tower.
