Are you basing any parental judgement on real issues or just the fact the kids are staying up late? Kids just staying up late playing is not what I consider in the realm of bad parenting at all.

Did you have older people around when you were a kid that just complained all the time about everything? You might be becoming them.

However you spin it, allowing your children to be out playing in the neighborhood at 1:00 am is bad parenting.

Yes, I've tried talking to them as have their direct neighbors - the ones who gave up and had a privacy fence built on only one side of their property so they wouldn't have to deal with these people. They are the same people who burned trash on the ground in their back yard during the driest part of last summer, then went inside and left the fire unattended. I had to call the fire department when my kids saw their fire burning out of control and heading our way. They didn't want to let the fire department in to deal with it. These are the same people who let their German shepherd run free, even though he's been hit by cars twice (the dog is constantly in the street running in front of cars). They built a fence after Animal Control warned them about it, but left gaps and no gates so the dog can still come and go. These are the same people who have blocked the street before with parked vehicles when they've thrown previous parties. By a miracle, this time they had all their guests park in their yard.

When friendliness gets you blank stares and fixes nothing, you give up after a while. And yes, they do speak English...when it suits them.
