Ummmm, sort of. USG has multiple avenues to acquire data… legally and otherwise. Just look at FISA warrants and their gross misuse in the FBI.
Look up a private company called Palantir.
This private company buys virtually all lists of available information, processes it then sells it to ‘interested parties who want to know more (all)’. Hint: your tax $’s are their biggest customer.
Now add 2 and 2 and what do you think a government could do with no (legal or other effective) restrictions on collections?
