"on any public or private driveway, street, sidewalk or walkway, parking lot, parking garage or other parking area of an institution of higher education or private or independent institution of higher education"

If a public sidewalk is directly in front of an institution of higher education, what is the buffer zone?

well, in the first place, 30.07 cannot apply to an institute of higher education, because open carry is not permitted, even under the campus carry law. so,what really is your question?

I believe the question was "If a public sidewalk is directly in front of an institution of higher education, what is the buffer zone? "
