    Summary: A court would likely conclude that a public institution of higher education exceeds the authority granted under Senate Bill 11 if it prohibits the carrying of concealed handguns in a substantial number of classrooms or delegates to individual professors the decision as to whether possession of a concealed handgun is allowed in the individual professor's classroom.


    If a public institution of higher education placed a prohibition on handguns in the institution's campus residential facilities, it would effectively prohibit license holders in those facilities from carrying concealed handguns on campus, in violation of the express terms of Senate Bill 11.

    This one has an interesting footnote (number 7) that appears to be asking Senator Birdwell to ask for the AG's opinion on UT Austin's rules about "how" to carry, e.g. holsters and (against) carrying with one in the chamber. I don't think UT Austin will like the AG's answer on that.

    I hadn't read that deeply (only had time for an overview last night) but it appears to offer some significant opinion and like you said, suggest someone else ask for more.

    Remember, too, these are AG opinions and not binding law, so there may be those willing to risk the court fight (or instigate it).
