With the big company's it was about letting the buyer chose to upgrade to a higher quality BCG. But here lately they are just hard to come by and getting pricey. People are choosing to hold on to them for their next project.
Well then I would think it like a used car salesman telling you, you can a car from him but the tires are extra. lol. But really I would think that their holding them to sell separate at a higher rate. There're a lot of sleazy people out there selling guns right now.
Many of the uppers you buy from the manufacturers are sold without bcg or charging handles. Over the years I have bought several that way. If you only have one lower and you swap the bcg from upper to upper, there is no need for more than one in some people's eyes. I like to have a backup though. The reason I have it is because I upgraded to a phase5 and kept the old one..
