the cz guy i talked to basically said that the cops at the time said they couldnt do anything. they had all the info on him, he lived behind the heb where it happened and they found his craigslist or ebay page with like two pages of stuff for sale. he doesnt know what happened from it though. basically it sounded like they had to catch em in the act.
