I know a California guy that got a Utah license so he could carry in Texas. I dont know if it was because of residency issues though.
I want to answer your question but im not positive. If nobody else chimes in, i'll know for sure in the morning.

The last information I have says you are not required to have a Texas ID, the course must be taught in TX, and Texas no longer issues TX ID cards for the purpose of obtaining a TX CHL.

If you're a new Texas resident you have to wait 6 months to apply, but if you are a resident of another State or in the process of setting up residency in Texas you can apply right away. Seems weird.

When does the six months start. For instance, I have been here since August, but have had a TX license since October. Would it be from the issue date on my license?

You do not have to wait six months. The info he gave you precludes the wait. You can apply for your Texas CHL now. Just use the ID you have. That said as long as your Texas recognized license is still valid, it is recognized here, regardless of where you live.
