Unless ofcourse other factors come into play.

There are limits on shooting non convicted escaping prisoners in some places. That doesnt apply here.
I heard a news clip on the radio about him escaping. The radio said he stabbed a guard.
Apparently my inside info was not completely accurate. The driver was injured during the escape, not stabbed.That did happen, no major injuries to staff.

One inmate has escaped after he stole a TDC transport bus and wrecked it about two miles west of Centervillewww.kltv.com
The old flat-nosed pusher buses are definitely caged off for driver & and rear exit officer. No staff with inmates.My guess would be he had metal to shim his cuffs open which means they wernt double locked and that's what he stabbed the officer with. A pick to open thru the key hole probably wouldnt be able to be used to stab. Just thinking out loud.
Also buses should've been fully caged and no officers in with the inmates with the armed staff outside the cage. Having an officer in the caged area is a hostage in waiting. Transporting inmates on a non caged bus is stupid.
Last summer while I was in the ER, they brought in an inmate from one of the local prisons in our county, and the CO's that were escorting him were carrying revolvers.I just realized . . it's interesting the spokesman kept referring to service revolver. While a S&W revolver has been used for many decades by transport & in perimeter pickets, transportation staff started carrying a 9mm SA (+ a pump shotgun for the officer at the rear of bus) around 8yrs ago.
With only one inmate, reality should have been one unarmed CO manipulating restraints as needed to assist medical staff and guiding/moving (wheel chair, etc.) the inmate through the building. The other armed CO should be at least 10' from the inmate at all times and/or guard the hospital room door. These would be Unit COs and they would have a revolver.
