No, cbigclarke’s remark was obviously made following his acute observation that the monkeys in the video did not have prehensile tails, ergo they were not New World Monkeys. Therefore by deduction, they can only be Old World Monkeys which are (in fact) monkeys of African origin.

Most but not all Old World Monkeys have tails. Old World Monkey's tails (those that have them) are not prehensile.If it doesn't have a tail it's not a monkey. Even if it has a monkey kind of shape.
