Just saw a documentary on these on TV. They covered the "glove making" aspect but finally came to the conclusion they were used as measuring devices. Holes are of different sizes and with a known sized object downrange, they could accurately judge distance by what holes lined up with the target. Romans were big on roads and measuring distances.
