Help with an upper/barrel wrench?

Can't find my barrel wrench, or block. Probably is in a box I haven't opened yet or... maybe my last buddy in AZ didn't give it back


Anyway, I am trying to put a Troy rail on my upper and could use some help. I need to pull the GB, and tube to try to re-index the barrel nut so the rail will sit straight. I need to file the little tab on the rail first (which I can do here) since I am installing on a billet upper.

Anyone in the NW got the tools, or is there a shop/smith nearby that I could go to?

Thanks, I emailed the guy at ten-ring and they estimated $45-65 to do it, I was surprised.
