I heard about it from a guy I gave a bunch of scrap to a couple years back. We were moving and building a house, and had a bunch of stuff to clear out of the old shop. He lamented how the high incidence of theft (air conditioners, house wiring, etc.) had the city looking at anyone selling scrap as a criminal.
