It is a financial issue. If the economics we're such that farmers were losing more money 2 feral Hogs comma they would allow free hunting because it would actually save them money. Currently the Hogs are not doing enough damage to make it worth the farmer's while. They currently C leasing to Hunters as the best alternative for their financial situation
