Laws to open a public range ?

I am trying to find out all the laws I need to know to open a outdoor shooting range in Montgomery county Texas. Any help would be appreciated

The NSSF (National Shooting Sports Foundation) has good support for open ranges but I'm not sure if they help out to open a range. They might.
