On Wednesday, the country’s leader, President Rodrigo Duterto, issues an official “shoot to kill” order. The president ordered police officers to murder anybody disobeying orders to stay at home while the coronavirus sweeps the country.

Ever been there? It's a shitshow. In some places threats and ultimately forced cooperation is the only way. That country does not have the resources to treat anything, let alone a viral epidemic; isolation is their only hope.
Their stores are not full and lush like ours, nor do they have the large pantries and deep freezers that we do and even if they did, they don't have the money to fill them. I would wager that the ones to defy the order are the poorest and hungriest as the report says. Sad AF, but that is life in the Philippines.
