Dunno....kinda hard to type, eat a donut AND pursue a vehicle at the same time....just sayin'!!

VOIP is cheap and common. Now that I think of it, it would make some sense police agencies to go to something like TeamSpeak 3 over wireless. It's easy to sort users into common channels where they need to be, or for users to even sort themselves and bandwidth requirements are very low. Oh, and you don't have that old radio problem of two people talking at once but only hearing one, or someone's open mic jamming the whole freq.

I'd still strongly suggest a radio back-up...
