Oh chit batman. You have a underground feed. That goes from overhead to underground over to a padmount XFMR someplace. I don't know why that fuse in the pic would be blowing all the time.

I see an overhead tap off the fuse. I'm on my tablet now, much larger pic. No idea what the slack span looks like on the other end. Probably tree limbs and squirrels.
Could be the dove jacking with him.
