As of now; I'm not aware of any changes to the law that allow an unlicensed individual to carry anywhere outside of the persons property or to and from a vehicle.
An unlicensed person may open carry on a premises under their control, so if the owner of the location where the event takes place wants to give all of your guests control of the premises, they can open carry.

If I were going to host an OC event on private property and the owner said it was OK for anyone (barring prohibited persons such as felons) to OC, I wouldnt worry about it. If I you are worried about it, Id ask the owner to call the local police/sheriffs office and speak with the chief or sheriff and get their opinion. I highly doubt they would have an issue with it.
