The visa program needs to be reworked and better supervised. Too many U.S. workers are laid off - often after being forced to train their replacements - who are either visa workers or overseas. Remember, the situation posited was that we re-open Ellis with the same criteria for admission as when it was operating at full capacity. That's not ideal because using the same criteria would keep out valuable immigrants.
Still, as I said, it would be better than the way we currently do it.
