Check craigslist or local restaurants for 5 gallon food grade buckets. A lot of restaurants will throw them out when they are empty. You might also look at getting some mylar bags and oxygen absorbers for really long term storage, although they aren't totally necessary. Once you have these materials you can go to sam's or costco and stock up on 50lb bags of rice, beans, bisquick, powdered milk, sugar, salt, grains, pasta, flour, etc. Done properly and you can store these items for several years. check out youtube for the proper procedures for sealing the buckets so that they hold your food airtight. I fixed up 10 buckets of said foods for about 150 bux. including the buckets, mylar bags, and Oxy absorbers.

I also store water in 5 gallon military water cans and rotate them out regularly. I recently purchased a berkey water filter and highly recommend it. Stock up on discount canned goods. Buy in bulk to save money. Rotate as necessary.

Multi-vitamins! If you're having to ration food and not getting a balanced diet, taking a vitamin a couple times a week could be the difference between staying healthy and getting scurvy among other things. Regular canned goods from the store have a shelf life of around two years and usually cost less than a $1 each. You could store a can of something to eat everyday for a year for around $300. Make sure it's something that you will want to eat even when you aren't forced to so that you can rotate your stock. Buy a few extra cans whenever you goto the store and in no time your pantry will be full.
