However, the action is “off face” (not completely closed.) It is not safe to shoot in that condition. The firing pins might not reach the primers, so maybe no bang anyway.

Fixing an off face set of barrels....
That's called shimming the hook. Pretty simple gunsmithing procedure. Adding shim stock to the hook till you have to take the slightest bit of metal off the barrels so they close tightly. You need feeler gages, appropriate shim stock a bit of lock tight and some fine files.
