    That article mentioned mental illness. Are all jail guards trained, schooled and licensed psychiatrists or psychologists? Or did his file mention that he is mentally disturbed? If so, he should have been locked up in a solitary padded cell, not in GP jail.
    It is hard to tell with inmates whether they are faking to get something out of it or whether they are truly ill.
    I assume the procedure is to first secure the combative inmate (restraints etc) and then call a shrink to talk to him, not the other way around.
