Cant carry....Here is what the law says:

(2) on the premises where a high school, collegiate, or professional
sporting event or interscholastic event is taking place, unless
the license holder is a participant in the event and a handgun is used​

So does "premises" include the carnival or would it just be Reliant stadium where the actual rodeo takes place?

We carry guns at the Rodeo's around here. Like they said, it depends on where it held.
Actually, some of us open carry at Rodeos around here.

You're ok in the carnival area. In the reliant center as well unless a professional sporting event is being held.

Law enforcement presence, especially what you can easily see, is not there looking for lawful activity and handing out awards for good behavior.

Reliant is 30.06 if I am not mistaken. "Carnival" and Cook Off area are okay.
