    So now we have two bills filed. One for Constitutional Carry, and one to remove the LTC fees. Seems like the former cancels out the latter.

    No bill has been filed to eliminate the LTC in Texas. Even if both bills pass (they won't...at least the no fee bill) one can still get a license to carry to avoid NICS and carry in other states. It would mean that no one would have to pay a fee to the state in order to be licensed to carry.
