As far as I know, they added a provision to allow CHL holders to have firearms on LCRA property last year.

Do you have to have a CHL?

You have to be legally able to carry whatever firearm the state allows you to. So if it's a handgun, and the state requires a CHL to carry, then yes. It's not a free ride for anyone that wants to carry, it just lifts the restriction on National Parks.
