BoTW you can take steel to the tactical bays. I haven't been to ARC in about 10 years, but use to shoot steel rimfires matches there as a kid and on some of the lanes there you could bring your own steel.

Austin Rifle Club allows steel but has rules regarding the bays where it is allowed and also steel target type and placement. Refer to the club website for details. Additionally the range is private not public. You have to be a member. However, there are matches held where you can shoot without being a member. We had a Steel Challenge match today.

1+ on this. Spent time shooting my steel targets last week. It's a private club and you have to take a steel class to be able to use steel targets by yourself. Class was free. Membership is pretty affordable.
