Stopped is stopped. Duration isn't a factor.
California stop or rolling stop is not coming to a complete stop.
Is there a code in Texas as to how long one must be stopped at a stop sign? If not that would be contestable.

Was it a four way stop and she pulled out without yielding to a vehicle to her right? Technically that would be “not stopping long enough at a stop sign.”
