no to be obtusive but that question relates to how much money do you want?? age ,condition, demand, rarity, how bad do you want it, how bad do you want to sell,do you have a fish on the line?, those all apply to a firearm bieng valued. the most reliable and accepted referance for gun values is the blue book reprinted every year but remember that and all other publications are a guideline and not absolute

Do you think that a used gun is immedetly worth X% lower, or more then one previous owner?

Obviously what you are willing to spend determines the value to you.

At what point do you just buy new? So let's say a knew one is 10% more do you buy new or used...

Like anything else, there are some factors that are hard to pin down. Certain types of guns fetch a premium. Certain brands are more desirable than others. Some guns are "collectible" and some aren't, despite being old or rare. Blue Book gives you a good place to start and it contains the descriptions for different levels of wear and tear.

Of course, the price you might get from selling it to an individual is higher than the price you'll get from a dealer. The dealer has to have some room to make a profit when he re-sells the gun.

It is only worth what someone is willing to pay. That being said, go on to gunbroker and see what the dealers have them listed for new. I also like to go on to other gun forums and see what they are selling for there. For instance, if I am selling an HK, I go to an HK forum and see what they are selling for used there. Also take into consideration extra mags, any accessories, and original items that came with it. Also, just because you customized a gun for you doesn't mean someone else will like your customizations. In other words, you may not get back what you put into it.
