I had inconsistent results with mine also at first. Fortunately, tightening up the barrel tension and not resting the fore end on sand bags when shooting from a rest cleared things up. Based on that, I'd say you're probably correct that the sight(s) need some tweaking. When you get it right and start thinking about a scope, consider a UTG BugBuster (https://www.amazon.com/UTG-3-9X32-B...4183390&sr=8-1&keywords=utg+bug+buster+3-9x32). I installed one on my TD using a UTG low profile rail (https://www.amazon.com/UTG-Tactical...rd_wg=SUrey&psc=1&refRID=349CNW550YXKRCVA3CTQ). The scope has an AO and comes with QD rings that hold zero after removing/reinstalling the scope. That said, this set up doesn't require removing the scope to fit into the Ruger carrying bag.blueangel64.........I am a little frustrated with it at the moment, after a couple of hundred rounds through it, I can not get it to shoot where I aim it. every single shot is somewhere 4 - 6 inches high, and 4 - 6 inches left. I've tried every combination of tightness on the barrel tension ring, the torque on the stock to receiver screw, and 3 different types of ammo. I am convinced that the rear sight is installed incorrectly and i will drift it a little right, and once I can get it to shoot straight, then I can worry about adjusting the elevation. I've wanted one for a long time and the deal I got, I could not resist. I will not install a scope until it's shooting where I aim it!
