Y'alls may be looking at this the wong way, which is why it doesn't seem to make any sense...
It's not about just lethargy for it's own sake, It's about Deterrence - and if you think of it as such, the time-strech starts to make much more sense.
A $200 Stamp might not seem like much of a deterrent nowadays, but when NFA went into place, $200 was prohibitively expensive for many folks. But adjusted for inflation? How many would be willing to cough up ~$4k (current equivalent) for that same stamp now? Fortunately, that didn't happen.
41F was all about trying to correct that by making the process more difficult and off-putting with more needless BS and red tape. It won't stop anyone from getting their stamp, but if between the extra hassle and already excessive processing time it weeds out the impatient and/or on-the-fence buyers, well, that's a tangible reduction in numbers (with a nice bonus being the excuse to shut down F1 e-file for a long time which pushed them down even further), and a solid win for the 'crats. For them, the longer it takes, the better.
The key is just to not sweat over the delay. Send in your stuff then get it out of your mind, and it will be a nice surprise when the stamp(s) come in.
what makes a stellar examiner? how many he processes each day? like others have said.....put the damn name etc etc into a computer and it spits a yes or no. just like a 4473. they "examine" nothing. they simply read a reply screen that flags the request or it doesn't. its either "oh shit look at this one" or "next". where am i wrong here?Combination of sheer volume of transfers, no incentive to hustle, and the very good examiners get promoted to other roles.
The number of form 1s and 4s submitted are off the charts and NFA branch doesn't see a dime of the tax revenue generated. For the examiners after they finish a wheelbarrow of forms, all they can look forward to is another pile of forms. Sounds like mind numbing work.
The truly stellar examiners get promoted to tech specialists or other roles at NFA Branch. This leaves the interns, new hires, and disgruntled who don't give a damn to do the forms.

Why pay more than your firearm is worth for a suppressor AND after baring your soul to the govt knowing if you move without informing that govt a crime is committed AND then paying that govt another 200.00 for just another tax on your income WHEN you can buy any number of hearing protection and use with the minimal effort for less than that TAX alone.
Then consider saying it is to prevent spooking game or other people that just supports the NFA position!
I am all in on the “Hearing Protection Act” but until that is pushed thru ……….govt (including paul ryan) can KMA.
