I don't think that Feinstein actually believed that her legislative mess would pass. She dragged out her old bill, polished it up, removed the "sunset" clause and turned it in. She apparently enjoys the power of kicking honest citizens around so she keeps playing the same cards. She also likes the spotlight and showing her Senator friends that even a Non lawyer can introduce Liberal trash legislation.
