    I sometimes listen in on my Baofeng, but have yet to encounter this!
    You need a HF radio to hear/talk to operators out of the country.

    There's a few out there that don't care for the US, not a lot, but there are some I've talked to on the HF bands.

    Get you Part 97 call sign (Ham), work toward getting the General (some HF privileges). Better to have it and not need it or better yet have it and hone your communications skills so it is part of your knowledge. When it is REALLY NEEDED is not the time to begin learning.

    That doesn't look like a ham call sign. Maybe a CB license? I know those used to end in 4 numbers.
    Was he in another country? In the US, the call signs normally start with a letter A,K,N, or W not a number.

    Could be CB, I was just a kid but for some reason we said it a lot that's why it stuck in my head. His uncle was a volunteer fireman on Long Island NY.
