As the link in the OP says, this could be a good thing. Given the choice between crazy "Chelsea" and a sane repub, MD might just go rebub. One can hope!

Sadly, a large block of voters will vote simply because of what it is, and disregard past actions or qualifications.

Senate requirements say you don't have to be a non-convict. You can be a felon and run for Senate you just can't vote.

Restoration of Voting Rights in Maryland
Can I have my voting rights restored in Maryland if I have previously been convicted of a felony?

Effective, March 10, 2016, if you have been convicted of a felony and have completed serving a court-ordered sentence of imprisonment, you are eligible to register to vote.

You do not qualify to register to vote if you have been convicted of buying or selling votes.

Wow you can vote if you're a felon now? They are really reaching to get democrat votes
Restoration of voting rights is a mighty big subject that can spin off in lots of directions. Sometimes it's not a bad thing; sometimes it's crazy.

In this case...nah, too many other, better ways to approach this subject.
