I believe that's ONLY the case if a legal immigrant is being scheduled for removal for some reason (such as, for example, having lied on immigration papers, etc.). When scheduled for removal, it doesn't matter what your status is--legal or illegal--your home country consular officials must be notified.Legal immigrants ALSO have the right to speak to their consulate, but they're still subject to the jurisdiction of the US.
