There is/was a shop in Universal City on Loop 1604 headed south, just before the FM-1978 intersection. Can't remember their name, but they used to do consignment sales -- back when AR's and AK's were hard to find.

If you bought a used car from someone, you might as well expect they'd want a BoS. Why should a firearm purchase be any different?
A bill of sale is useless for a used car as well... in Texas you need a form 130-U to transfer a car. They will not accept a BoS. For firearms which aren't registered or transferred or any such thing in Texas it's completely pointless and could potentially cause more issues than relieve.

As for the consignment... Most any local gun shop will do it. My tip on selling things at consignment is to not worry about what they may charge, but tell them what you want to get out of it. They'll more than likely mark it up from your price 20% or more but will negotiate off their commission to make a sale. You get what you want out of it and they'll do what they feel is appropriate to make that sale.
