The problem is when a person does offer wrong information but attempts to correct himself and isn’t allowed to have a conversation about it. Having never looked into it before. I was curious what the laws were regarding an 80% lower that AFAIK doesn't have a SN and no-one but the owner knows if it's going to be a pistol, SBR, or a rifle. I guess the next question is what are the laws regarding a non-serialized rifle, pistol, whatever. I know I have an old 22 with no SN but it's exempted. Do you have to put a SN on it? If so who do you HAVE to tell? If anyone.
A stripped lower is not a firearm. If it is not a firearm it has to be other on the 4473.
You are right what I meant to say is that it is not a pistol or a rifle. It does have the serial number for the 4473. On the 4473 of every stripped receiver I have purchased, it has been marked as other by the FFL I purchased it from. Also if you are planning to build an SBR I wouldn't have it laying in a box of parts with a barrel that makes it an SBR and if you are building a pistol I wouldn't have it laying in a box of parts with a stock. That might speak to intentions.A stripped lower is indeed a firearm. It may or may not be a completed firearm.
As long as it is yours and you don't build an SBR or an NFA firearm with it as far as I know no serial number is required you can build a firearm for personal use. If you decide to sell it then you will have to put a serial number on it. If it has not been milled out or drilled out is the equivalent of a doorstop.
