That's what I thought. If something is non-applicable, that means it doesn't apply. I don't see much of a difference in that and an exception. Why are we picking nits?

Seems like it could be important. If 46.15 is not a list of exceptions I will have to question my belief that cops can routinely stop handgun carriers. Need to see what the courts have to say now.
