Why would you put HQ here and the factory in Wyoming?
I'm sure ultimately financial benefits. Lots of companies in the aviation industry do the same. Often tax benefits are the lure dangled for warehouse sites (especially if the city/state offer to build new custom facilities), likely the same for HQ (Corporate environment abounds there in DFW). There probably was logistical benefits for moving Ops nearby vs a further away location. Transport cost for machinery to make the move. I'm sure you probably know that one better than most of us here. When DHs co was being wooed by FL and TX for their move, transport cost for inventory was one of the deciding factors. I think something like 400 rigs would have been needed to make the 1300mi trip. Instead they chose the instate option and moving 15mi up the road.
Magpul was bringing what $80-$88mil/yr for CO. That, or however they are structured, will now be coming to TX. Perry wouldn't have pushed to complete a deal if it did not benefit him, or TX. Perry is going to be out soon anyway.
