    Unless those snap caps are permanently in there. If the warden can take them out you’re in trouble. That’s only the 3 round stipulation. I’m not sure on any other rules

    So the argument would be over "permanently"?
    A shotgun tube plug isn't "permanent".

    Yeah but it’s inside the tube capped off.
    -Who’s to say you didn’t put the snap caps in when you saw the warden pull up.
    -I’m not meaning like weld a plug on the cylinder but obviously permanent enough not to be changed while hunting.
    -I’ve always wondered if there was a minimum barrel length for shotgun hunting
    -Maybe superglue or something less damaging to the surface

    Ok, lets say an expandable insert that uses a hex-key to "block" the chamber is used.
    It would take a minute or two to install/remove it using a tool.
    Which is more than most shotgun plugs require for removal.
    Then the gun would be legal to hunt with yes?
    Its a legal firearm. Semi-permanently altered to prevent 3+ loading.

    I would think that if a finger nail or the extractor rod on the gun can’t push them AT ALL. And the fact that it requires a tool. It should work. But I’d still run it across a warden first. Better to ask than get ticketed and maybe lose the gun and license
