Ok, lets say an expandable insert that uses a hex-key to "block" the chamber is used.
It would take a minute or two to install/remove it using a tool.
Which is more than most shotgun plugs require for removal.

Its a legal firearm. Semi-permanently altered to prevent 3+ loading.
Per Texas Parks and Wildlife only a shoulder fired shotgun is legal.
