I think it's more that they are afraid Ca. state employees will see how much better it is here and won't go back.I remember reading it was illegal for CA state or local employees to go to states on a ban list. (yes, TX is on the ban list- reportedly for not cow-towing to the gay mafia), unless it's for a conference or other work-related travel that can't go to a non-ban state.
