    I'm fortunate that I don't have to go to "city" private or public ranges, etc. because I have a close friend that owns some property further out in the sticks. But what I have seen, not only at ranges, but at different types of "establishments" is a phenomena of folks opening a new business (accessed by the public) and begin making rules (some based on what insurance has demanded, government entities have required, etc., etc.) or simply because they can. The over-regulation becomes a "power trip" or a small income source but actually decreases their rate of success ........................ and they never see it coming. If they should go out of business, they'll just blame it on other sources, not their stupidity.
